I agree that we shou'd put these points to

the Governor. There are obvious dangers in giving

any appearance of inviting refugees into Hong Kong. But there is a vast population of refugees

already in the Colony, and it is likely to increase.

In the circumstances it would only be wise for

the Colonial Covernment to. prepare in advance

schemes for minimizing the cvils of over-crowding

in areas already congested.

You last saw on 15/6/38. From

29 it looks as though the refugees scheme

proposed in 1 may come to nothing owing to

the attitude of the Chinese authorities.

In these circumstances it is suggested that

it would be a good thing to ascertain whether

the Governor has any special measures in

contemplation to deal with the refugees

situation in Hong Kong itself. We have had

unofficial information that some sort of

camp has been or is being formed there.

I think, therefore, we may perhaps telegraph

to the Governor as in the draft opposite,

though I think it is pretty clear from his

letter to Mr. Cowell that he is watching the

situation very carefully.
